Manwe doesn’t really do facial expressions, but storms happen when he’s very excited or happy, a fact that no-one bothered to tell the Eldar when they first arrived in Valinor. Finwe always swore he thought Manwe was going to smite him for simply existing, when in actuality it was his equivalent of dancing around with glee.
