As someone who works in the parking lot having to go around and grab the carts to bring them to the front at a popular grocery store, I’d count too many people as bad members of society. Nobody I’ve seen has outright stolen a cart, but more than I can count leave the carts sitting where they shouldn’t, not organizing the carts in the corrals properly, or trying force carts together when they shouldn’t.
