A prefect is a student who enforces discipline and has multiple responsibilities around school. Dorm leaders are only responsible for the dorms they lead meanwhile Yuu/the prefect's responsibilities aren't limited to Ramshackle dorm.

The Prefect is tasked with keeping everyone (including the dorm leaders) in line. They're authorized to do more things than the dorm leaders in a sense (which also includes Crowley's dirty work...)
