I think the reason why Snow’s plan to quell the rebellion by convincing everyone that Katniss and Peeta pulled that shit with the berries bc they were in love (rather than wanting to defy the capitol) didn’t work isn’t necessarily that Katniss and Peeta weren’t convincing, it’s that he failed to consider that love is a perfectly good reason to start or participate in rebellion.

It doesn’t matter how you slice it, loving someone who the government has conscripted you (under pain of your own death) to murder so much that you won’t do it is an act of defiance. I don’t think it matters if the people in the districts thought Katniss and Peeta were in love or not. Defiance is defiance. Imagine Snow telling Katniss that she needed to calm the tension caused by her singing to Rue and covering her with flowers by making it clear that she loved Rue. Like, duh. Of course she loved her. Of course she cared about her. That doesn’t make it less defiant, that’s the motivation for the defiance!
