Milo is a character that would've been in Making Fiends ever since the web series. He'd also be present from Season 1 of the Nickelodeon show and onwards.
Milo is one of Clamburgs unfortunate residents, and also Maggie's brother.
Maggie and Milo have the same, depressing world view, but they choose to cope with it differently. While Maggie does it through writing poetry, Milo does it with a different form of writing.
Jokes! Writing jokes, to be specific.
Before Vendetta took over Clamburg, he had the dream to become a comedian. But due to the strict rules that Vendetta implemented, he's unable to make jokes.
Why? Because they make people laugh.
And Vendetta hates any form of happiness that isn't her own.
So, now he only makes jokes that are more depressing/concerning than funny, so that they make no one laugh.
That would also be his main role in the show:
Saying dark humor one liners that flew over the heads of the little kids that were watching.
He's making the most out of what he can have.
...even if it has 20 layers of sarcasm coated around it.
He's pretty much just in a bad/tired mood in general, and always pessimistic, ready to point out the downside of any situation whether it's necessary or not. His comments tend to drain people, and they make them question things too much for their own good. Even when he may not mean any harm, he's always got this intimidating and strict aura around him that causes most people to dislike him, but they still take him seriously.
One gag regarding his character is that he's surprisingly lucky. Vendetta's attacks usually miss him, no matter how precise she may have initiated them. Thing is, at this point he doesn't care anymore. He'd usually just sit completely still as something flies by him at max speed, his only reaction being to take another sip of his coffee.
On the subject of coffee, he's a coffee addict. Most of his scenes include him with a cup of it, sometimes he pulls it out of thin air, which is another gag.
While his role in Season 1 and in a hypothetical Season 2 isn't very prominent, that'll change in hypothetical Seasons 3 and 4, since his role would change from background character to antagonist.

Small, but important Charlie design and lore change!
From now on, any drawing I made of her where she has both eyes is not canon anymore. For those where her hat is covering it, just assume that she has this going on underneath:

If I ever draw a design I made for her again, I'll just slightly redesign it to cover the eye somehow.
The eye patch doesn't cover the whole scar, so Charlie puts a little bit of makeup at the part that sticks out, just in case.

These eye patches are worn for the sake of keeping dust out of the eye to protect it from infections, and it serves as protection against the sun.
Charlie can still open her eye, but the socket is empty.
The fact that Charlie lacks an eye now serves as an explanation as to why she has troubles during her stealing shenanigans, and in life in general.
To name a few:
Given that people living with one eye likely have both a limited field of vision and challenges with depth perception, they may find themselves tripping, falling, or bumping into things more frequently than before.
Thing is, she hasn't developed coping strategies or done any exercises to retrain her working eye, she really should, but yeah, lore reasons don't make that possible. Charlie's a 12 year old that hasn't seen a doctor in ages, she doesn't know any better.

And in classic Charlie fashion, she plays it all off in a cool, "I got a badass scar" kinda way... at least, whenever someone somehow actually gets to see it. She's pretty insistent on keeping her hat and eye patch on, (this doesn't apply for cc au Charlie) in the show her without her hat would be as much of a mystery as Skid and Pump without their costumes. Hatless Charlie would preferably never be shown until a special episode happens, but yeeeeeah I pretty much blew the surprise, since I settled on this lore recently.
Making people wonder how she lost her eye is a favorite activity of hers, because she comes up with new weird unhinged lies each time.

I'm just imagining her mom walking in all jolly like Mina I'm home only to see her 12 year old daughter intensely watching a wrestling show-
She'd be like nooo that's violent nooo turn it off and then Mina explains the lore to her and she gets invested too-
"Is that the bad guy? The tall one? Wait, no that's the good guy, right? He's got a whole rainbow of colors on him, he must be."
"He is."
"Alright! Ooh who's that guy? The one on the side? Over there in the corner?"
"..."
"Mom that's just a cameraman-"
I came up with this dialogue in 5 minutes don't think too much about it-
This is a part of the lore that I need to discuss, so here we go.

[Explanation as to how Piper's fuse works is under the cut!]
The process that leads up to the explosion has 6 different stages, each becoming progressively worse. Piper is the one that made up all of this, she wanted there to be some sorta explanation as to how it works. She fully understands Stages 1-4, but her mind is always blurred after Stage 4, so everything afterwards is based on what the circus members told her.
After explaining it to the others, saying 'She's on Stage (insert number)!' has become a normal occurrence within the circus. (Not everyone says it but some do.) It would briefly get explained again due to Pomni not knowing about it.
Although in the show it would be simplified only to the stage names, I'll give you a longer version with the full explanations.
Piper doesn't count this one, but it's still worth mentioning.
Stage 0 - Tranquility (The stage before her fuse lights up. Or, to be more specific: a peaceful, calm state, without noise or violence.)
Stage 1 - Activation (The stage where her fuse starts lighting up. This is the stage where her calming down and the fuse going back to not being lit is the most common, and the most easy.)
Stage 2 - Annoyance (The stage where whatever she's mad about really starts to get to her. Her calming down is only possible up until this stage.)
Stage 3 - Frustration (Some might argue that this is the same as Stage 2, but unlike that stage in this one she has the goal to get rid of whatever is annoying her, which she ultimately isn't successful at. She becomes more hostile than she normally is.)
Stage 4 - Anger (She gets concerningly quiet is this one. No one knows what's on her mind.)
Stage 5 - Enraged (She starts to lose control and take action.)
Stage 6 - Furiosity (This one lasts for the shortest amount of time, but leaves the most damage for everyone involved, especially her.)
Piper doesn't count this one either, but it's still worth mentioning.
Stage 7 - Deactivation (The stage where her head explodes and she's left without it. It makes her feel weak and tired. When she gets her head back her headache is worse than before.)
