Canada loves them because he thinks it’s adorable.

Kuma likes them because they make him feel more important than Canada’s sled team. (If the dogs wear collars that say that Canada owns them, then Canada and Kuma wearing the same clothing must mean that they’re equals, and that’s the way Kuma likes it.)
