While the cloak may be a direct reference to the Hylian hood from BotW/TotK, this was the first thing I thought of when I saw Zelda wearing it.

When escaping Hyrule castle in the A Link to the Past manga by Akira Himekawa, Link lends his cloak to Zelda to shield her from the rain. :)
