That is Neptune. Yes, Neptune has rings, but they are extremely faint to see. They were last seen over 30 years ago by Voyager 2:

The new image was taken in infrared, letting Neptune's rings and it's high atmosphere methane clouds (seen as very bright spots on Neptune) to be seen clearly.

You can also see seven of Neptune's 14 moons in the image:
