Also, I don’t think Obi Wan decided to give Luke Anakin’s last name— or maybe he did and I’m just wrong. But, Leia’s last name wasn’t Skywalker, it was Organa. I think that, ultimately before they were given to their foster parents, Obi Wan told them the names Padmé has given them. Bail and his wife adopted Leia and was treated as one of their own. They loved her, they gave her their last name, bc she was their kid. However, Luke was given to Anakin’s step-brother and his wife. I don’t doubt that they didn’t love Luke. But they were fully aware this was Anakin’s son. Anakin’s stepbrother only has seen Anakin at his worse, and heard of his malevolence. As he said in Episode 4, he feared Luke was much like his father. He feared Luke would turn just like him. His fears prevent him to truly see Luke as one of his own. He couldn’t give Luke his last name because if he turned to the dark side it was for being a Skywalker, and not a Lars. (I’m not upset that Luke knew his uncle as an uncle, and not a father. I’m just stating if they were related why wouldn’t they give their last name to him? There’s nothing wrong with Luke knowing they are his aunt and uncle.)
