Arthur is absolutely horrendous with people unless it's country affairs which is where he gets all charming and smooth and patient and just so nice that he always manages to get his way. In contrast, with people he's close to or outside of a diplomatic setting, he's awkward and does not know how to hold a conversation at all.
Conversely, Merlin is smooth and charming to everyone. He can talk to a wall and that'll be that. He'll talk to a high ranking noble the same way he'll be talking to the stable boy. With zero filters. And it gets him into trouble more than once. It's a deflection tactic where he doesn't get close to anyone because of all his secrets but still manages to leave an impact.
Merlin brings Arthur out of his shell and Arthur snipes with Merlin so much that he gives him the liberty to say almost anything.
Arthur is also the one person Merlin wants to tell all his secrets to and Merlin is the one person Arthur can always open up to.

i think they're equals; they hold such deep admiration and respect for one another. but in their moments of doubt and insecurity they seek out the strength they see more clearly in the other (as opposed to within themselves).
