I think the best way to handle this setting is to keep the rules of what the characters are and how they work vague. To codify them would feed into the problem Hetalia inherently has. This version has nation reps, or this one at least, as nearly parasitic beings. They feed on belief in them. A being that wants to be among humans and simply took the name it was given.
