Idk why but I just love the idea that Florida can write and read perfectly fine in Spanish but just outright refused to learn English for the longest time to piss of Gov, he refused to even attempt to speak it, let alone read/write it!

 Eventually as more the old Spanish colonies started to speak English, he did make a deal with Gov to learn how to speak English, but that's it. After hundreds of years the most Gov was able to make Florida do is to speak English and to this day Florida loves to rub it in his face from time to time, showing Gov. has no power over chaos.
