Pre-gas Jeremiah fell in love with Ecco when they were still teenagers; her loyalty to him and her willingness to be there for him regardless of circumstance made him realize how much she meant to him. At the point he suggested marriage, he knew he loved her but posed it as a business venture more than a romantic gesture in case she wasn’t interested or took it the wrong way.
When Ecco accepted, for her it was more about loyalty than love, because she would only ever think of things like that as an act of loyalty. But as time went on, she started realizing she was feeling things for him. She’d catch herself thinking about him more, wanting to hug and kiss him, and feel butterflies when she’d look at him or he’d look at her.
Eventually, Ecco would start thinking about actual wedding plans, not that’d she’s openly admit to it; but knowing Jeremiah wouldn’t want a big wedding or even a notable ceremony, she’d think they’d probably have a courthouse wedding. She picked out a simple but lovely dress to wear, asking for his input on his suit he’d wear, and trying to get him to design their wedding bands.
When Jeremiah started noticing this behaviour, he tried not get his hopes up but secretly believed she’d warmed to the idea of loving him. He began to be openly affectionate with her; putting an arm around her, taking her on dates when he felt comfortable enough to leave the maze and bunker, even kissing her on the cheek. Ecco secretly loved it but attempted to maintain her stoic professionalism.
Maybe he’d decide to try really popping the question. He got her a real ring, which I imagine he designed himself and gave serious thought to what she would like, things symbolic to her (e.g. her favourite colour, her birthstone, and how it would affect her day to day life), and took her out on a date.
He’d get down on one knee and confess that he’d wanted to marry her not because he was afraid of losing her loyalty, but because he really did love her. He’d be nervous as hell, shaking and sweating trying to open the ring box while she stood their stunned.
He’d finally ask the question, to which Ecco would do her best not to react over-emotionally but would smile and say yes, reaffirming her love for him as well. He’d put the ring on her finger, which would finally set the whole situation in reality and they’d share their first kiss.
